Every team will be limited to $125 million in Salary Cap. This cap will be used for Player Salaries only with one exception*. There will be an additional $10 million signing bonus stipend to be used on in season minor league free agent bonuses.
The commissioner reserves the right to increase the salary cap for future seasons but will provide as much notice as possible and will not increase the salary cap for a current season. Salary cap increases will be rare - likely no more than once every 2-3 years.
Teams will also receive three tags each season. These tags are 1-Franchise Tag(FFA), 1-Restrictede Tag(RFA), and 1-Flex Tag(FFA or RFA)
Franchise Tags - Team takes on the players real life MLB contract. All contractual options (player, club, both, opt outs) will be considered club options. This league will not enforce buyouts of options. This league will not enforce vesting options.
Restricted Tags - Team will allow player to be bid on in the offseason, and will have opportunity to match winning bid or receive compensation. Restricted Free Agency rules apply.
Flex Tags - Team decides which type of tag to apply to a player.
Tags may be traded as long as they are attached to a player. The type of flex tag does not need to be determined at the date of trade. Tags do not have to be declared until the offseason, unless they were traded with a player, i.e. attaching a tag to a player is the same as declaring. Tags traded however cannot be removed once traded with a player.
*Exception - At the commissioners discretion, an in season minor league free agent may be designated as eligible to be bid on using both stipend and salary cap. The spirit of this would be for a player whose talent level is high enough that virtually all teams would bid their max stipend and thus additional salary cap could be used. This will be rare and generally for situations such as an Ohtani talent somehow being eligible for minor league in season free agency.
**Rule Addendum 3.1**
When applying a FFA tag to a player, the maximum number of years the tag applies to is 6. This means that if a player such as Manny Machado is FFA tagged and has signed a contract longer than the next 6 years OR ends up signing a contract that is longer than 6 years, you will get the next 6 years only.
**Rule Addendum 3.2**
All tags that are traded must be traded WITH a player on an expiring contract or TO a player on an expiring contract. This means you can trade Player A 18: 5.0 with tag to another team OR you can trade only the TAG to another team. As part of the trade, the team acquiring the "blank" tag must designate, within the trade thread, which pending free agent they are placing the tag on. An example: Team A trades FFA Tag to team B. Team B will attach FFA tag to Player A and Team B will trade Player B to Team A.

Any player with a real life contract that has a year with a salary decimal point beyond the tenth(100k increments) may be rounded down to the nearest tenth. Examples: 2.25 can be rounded to 2.20, 3.05 can be rounded down to 3.0, 3.85 would be 3.80, 15.125 would be 15.1.
