Will be interested to see how the SB dollars are used. Not clear on whether $10M is the limit or owners can bid using salary cap money to acquire prospects -- and when how that works. Does the payment fund have to be specified at the time of the bid?

We're not so clear on the rule. Seems designed to keep owners from bidding heavily on prospects. Ten million doesn't go very far. Pretty skimpy amount for team building.
At first we thought teams could use the Salary Cap $$ but would have to specify you were doing so. On re-reading, this does not appear to be the case.

The pool amount of $10m is quite irrelevant to how far you can go to acquire the prospects that are eligible for bidding. What is relevant is that you have the same 1/30th shopping power for these players as does everyone else. Your bid is essentially a share of the total pool. Someone bidding $1m on a player is essentially saying I bid 1/10th of my allotment toward this player. I could make it $100m each and the only thing that changes is that someone previously bidding $1m would now bid $10m understanding they are competing in a larger raw pool amount but would still be bidding the same 1/10th of their pool. The rule in place is intended to do the following: Give everyone equal access to bid on prospects that are unowned and have been called up. Ensure players unowned that are called up have a mechanism to be rostered. Preserve value in the annual FYPD by allocating unowned prospects who have not accrued ML time to the FYPD.
