It sounds like Victor Victor has signed with the Marlins.
To be 100% clear he will NOT be eligible for this draft.
How he is handled will depend on whether or not he accrues a single AB this season.
If he stays the full year in the minors in 2019, he will go into next offseasons Milb draft and will be treated as a typical prospect.
If he accrues 1 or more AB's at the major league level, he will be eligible to be posted during in-season weekly bidding. He will be designated by Commish as a special exception player. Please read the rules for full detail.
Normally, prospects over .1IP/1AB and under 50/150 can be bid during the season using ONLY your $10m annual stipend. Once the stipend is gone, no more bidding for the rest of the season on these types of prospects. Victor Victor will be a special case where you may use AVAILABLE SALARY CAP SPACE after exhausting what is left in your stipend money. You do not need to have any stipend money left to bid on specially designated players.
Some examples:
You have $10m left in stipend and bid $50m on Victor Victor - if you win him your stipend is gone and then $40m is a current year cap hit penalty.
You have $5m left in stipend and bid $40m on Victor Victor - if you win him your stipend is gone and then $35m is a current year cap hit penalty.
You have $0 left in stipend and bid $60m on Victor Victor - if you win him you take a current year cap hit of $60m.
Any bid placed that is deemed invalid due to not having cap space, will not be considered. This is important to note as I will not be allowing a winning bid to go over cap even for 24 hours. I.e. you will not be able to waive players to get under cap after you win him, you would need to waive said players prior to bids being processed and be under cap at that time.
