Prospects AND Protected Prospects (PP)
Players who have not accrued 50IP or 150ABs in the MLB are considered minor league players.
Prospects will cost nothing until they accrue the minimum requirements above. Once fulfilled, they will cost .5 for the remainder of that season, and protected at the cost of .5/.5/1/3/5 for the following 5 respective seasons. (Note: If a player who is considered PP has a season where they do not accrue 1AB or .1IP, then they shall gain another full year of protected status)
For example:
SS Jurickson Profar received 17 ABs in 2012. He would still cost nothing at this point since he has less than 150ABs. In 2013, Profar reached 308 ABs, for a total of 325. At the point where Profar reaches his career AB 150 (133rd of 2013), he would cost .5 for the remainder of the season. Profar would then be considered a Protected Prospect through the 2018 season.
If a PP player does not record a Major League AB or IP in a season after passing the 50IP or 150AB that player shall gain an extra year of control. For example: Patrick Corbin should be PP2017, but since he did not throw a single IP at MLB player because of injury he gains an extra year of control and he is seen as PP2018. This also applies to players who pass 50 IP/150 ABs in one season but spend all of next year in the minors not recording a single AB or IP in the Majors.
PROSPECT ACQUISITION
Minor Leaguers can be acquired 4 ways:
- Inaugural Draft
- Minor League Player Draft
- Trade Acquisitions
- Signing Bonus
During the normal in season free agency periods, a GM can bid on a minor league player using a Signing Bonus structure. Much like Free Agency, this will be done on a blind bidding structure, and priority list will be encouraged. Team with the highest bid will receive the minor league player. All Signing Bonus money comes out of your signing bonus stipend of $10m. This stipend will be replenished each league year. You may not use your available salary cap towards signing bonuses, with one exception - if the commissioner designates a player as a special circumstance. This special circumstance would be rare and is intended only for "obvious" talents where $10m or more is going to be bid by most GM's. I.e., if a Ohtani type talent signs after the minor league draft and accrues 1AB or .1IP then the commissioner will designate this player as a special circumstance where both stipend and available cap may be used. In the even this happens, teams out of stipend would only be able to use salary cap and teams with stipend money remaining would deplete their stipend first and then salary cap to complete their bid.
In order for a prospect to be bid eligible, he must have accrued at least 1AB or .1IP. The player must also be posted during the weekly post period just like any other free agent but with a (SB) designation.

Team A Bids on MiLBer B using the following format. These bids will be submitted to the "Free Agent Bids" Account.

The minimum signing bonus that a player can be offered is $100K.
*8.1 - All prospect signing bonuses must be in increments of 100k
